While governance protocols define the structural rules of interaction within AIGrid, the long-term stability of a distributed intelligence ecosystem depends on how actors are motivated, guided, and held accountable. In open environments where many independent actors contribute services, models, and reasoning capabilities, purely restrictive governance mechanisms are not sufficient. Actors must also be encouraged to behave in ways that support collective goals while maintaining the autonomy that makes decentralized systems valuable.

The second part of the PolicyGrid framework addresses this challenge by introducing mechanisms that shape actor behavior through incentives, alignment monitoring, and accountability protocols. These mechanisms operate continuously across the ecosystem, ensuring that actors remain motivated to cooperate while maintaining transparency about their actions and commitments.

Rather than relying solely on enforcement or punitive controls, PolicyGrid encourages constructive participation by aligning actor incentives with the long-term health of the ecosystem.
